Issue description
Cargo ship is being unloaded. It will not complete unloading any time soon because I don't have space for that product. I'm in desperate need for the other products and have selected "depart now" to no effect.
Expected behavior
I expect the cargo ship to depart for collection of products in desperate need, despite other products being plentiful and in process of unloading.
