Issue description
Create a mine control tower in planning mode and set it to dump any specific products (i saw this with an earth dump) specify a dumping area.
Other trucks will then use the dumping designation even though the tower controlling the area does not technically exist as it has not been built. This means i can set up dumping areas without having to actually pay for the mine control tower construction.
Expected behavior
That trucks ignore the dumping designation until the control tower is built.
i was expecting to be told there was no where to dump a given product but instead saw my trucks using a dump zone without a tower yet built.
Reproduction steps
- Remove earth from global dumping list (to prevent it going anywhere else)
- place mine control in planning mode (white outline)
- specify dumping of earth only
- add dumping designation within mine control area
- mine some earth at another (completed) mini station
- watch the trucks dump the earth in the designation
