Settlement died of no food, while plenty of food was available

Issue description

Settlement died of no food, while plenty of food was available. The trucks however didn't pick up the food. There where plenty of trucks, priority of the farm and the food house on the settlement where set to P1. Still the trucks didn't pick it up...

Expected behavior

Trucks should automatically bring food to the settlement when there is enough in the farm storage.
