Unreachable settlement demands (for water and electricity clearly)

Issue description

Started game with personal difficulty settings which are

• electricity production 20% reduced
• settelment consumption 40% increased
• unity production 40% increased

But settlements dont give me all their unity neither for full water service nor for electricity.

Water tank is full, waste water is empty, electricity is enough.

Tried doubling water stations and quadrupling electricity transformers. Nothing helps.

2. Try to get all unity for water and electricity

The full numbers include the 50% bonus from household goods, which you are missing. I don’t see a bug, I do see a UI that could indicate the issue better though.
