Leveling designation not working properly, dumping and digging fail at times

Issue description

I have a truck (assigned to mine control tower) with some stone and limestone that it wants to dump. It appears momentarily to want to dump it at the mine site (there's a leveling designation which needs material to be dumped), but then changes and goes to dump in my far-distant garbage dump.

When paused, after issuing a manual movement command, truck shows that it's targeting nearby designation:

After unpausing, once the truck reaches the manual destination, it targets a distant spot for dumping:

However, if I replace the leveling designation with a dumping designation, the truck will dump there. Furthermore, with the leveling designation, when the truck has only limestone (allowed to be dumped at the mine, but not generally), the truck reports it has nowhere to put its cargo. When the leveling designation is replaced with a dumping designation, the truck dumps the limestone.

Expected behavior

Truck should dump in leveling designation just as it would in a dumping designation.

Reproduction steps

Later on at that mine site, the leveling designation was working correctly -- trucks would dump at it, including the truck assigned to the mine. However, further on the problem occurred again, and using a dumping designation solved it again.

Further still, the excavator refused to dig from the leveling designation. I thought it needed dumping to continue, but replacing leveling with dumping designation revealed that wasn't the case. In this case, replacing the leveling designation with mining designation allowed the excavator to continue. In this save, the excavator isn't working. The truck full of stone just picked it up from the storage, but is going to dump it elsewhere instead of at this site. Replacing the leveling designation (elevation 18-19) with dumping doesn't make a difference, but replacing it with mining allows the excavator to continue.

I've noticed an additional issue where a ramped leveling designation that crosses the ground level shows a red border all the way around, indicating that it can't be started there, even though either a digging or dumping designation of the same contour would be able to be started at ground level. Perhaps this is related?

Another failure state: excavator keeps cycling through different states (Loading cargo, Searching for a valid terrain designation, Driving to destination) without ever taking any action, and without any alert or error message coming up. Possibly relevant: I was just messing around with copying one of the existing limestone storages (with export from MCT) to a new storage (planning mode on). Though also, the excavator somehow got onto part of the terrain that it probably shouldn't have...

After more experimentation, it seems that the issue may have nothing to do with leveling vs dumping vs mining specifically. I say this because painting a leveling designation over the existing leveling designation (no change, just reapplying the same designation) seems to solve some issues as well.

Thanks for your report! We had some issues with designations that we fixed in our last patch. I tried your save and it seems to be working now. So unless there is something else I think this one is fixed!
