Coal Power not handled properly

Issue description

We are given Coal Power (Power Generation 2) before we have any way of dealing with low pressure steam.
The tutorial help says generator is good when just high pressure steam connected. Low pressure steam fills up with nowhere to go.
Pipes 2 not researched yet so smoke stack does not work.

Expected behavior

Expected a way to deal with low pressure steam.

The turbine is not working yet power output in the top bar shows including the generators. in my save (attached) remove one diesel generator and you will see buildings without power

I hope you can prove me wrong but in that save game i have nothing to deal with low pressure steam.
