Issue description
Currently a vehicle upgrade does not complete until the old vehicle has driven all the way to the depot for handover. This can take a long time if it is a small excavator that is working a long way from the depot.
The Vehicle Depot's job is to build vehicles therefore it has done it's job, it should not have to wait for handover to begin constructing the next vehicle. Let the depot start the new vehicle and leave handover as a separate task.
