vehicles running in place visual bug

Issue description

Everything is running still, but visually all the vehicles are just running in place. I can see the smoke trail behind them running, but nothing visually is happening; everything is still acting like it normally is and still operating like they are still moving.

just watching the mining process

I can't reproduce this issue when I load the attached save file. Is this followed with a game crash or does it happen during regular gameplay?
