Issue description
I have a large piece of finished reclaimed land, but I didn't bother to remove the dumping designation. After building a radioactive waste storage, trucks started to dump material in/on the building. Apparently the building created some "depth" in the terrain.
Reproduction steps
- Designate a flat piece of land as dumping zone at the same height.
- Build a radioactive waste storage on top of it. The trucks start dumping on it as soon as it finishes.
