Issue description
The Boiler (Electric) can generate stream (high) at a rate of 24 per month using 8MW of electricity. However, this amount of stream (high) can generate 9MW of mechanical power. Although it can only produce 7.5MW of electricity in the end, the intermediate process does not adhere to the conservation of energy (8MW of electricity generating 9MW of mechanical power).
