Using Unity can abuse deconstruction speed

Fixed Bad behavior

Issue description

Very minor issue.

"Expensive" buildings such as Housing can take a long time to deconstruct, which is as intended. Normally, one can use Unity to speed up deconstruction a bit by instantly removing the refunded materials from the building. One will still have to wait for the building itself to finish deconstructing, but by using Unity, there is no additional wait from needing trucks to haul away parts.
This is fine.

However, one can "cheese" waiting for the deconstruction timer after using Unity by pausing and unpausing the building's deconstruction. This results in dramatically reduced deconstruction time.

This is either unintended behavior (should one still have to wait for the building to finish deconstructing at its original pace even if all of its components have been removed?), or intended behavior that is missing (should the time needed to deconstruct instead be a function of components remaining to be hauled away?).

(Thanks for the work on this awesome game!)

Reproduction steps

Reproduction illustrated in this video:

  1. Consider a fully constructed building, such as a Housing III, with the game unpaused.
  2. Begin deconstructing the building. Observe the building is "Deconstructing", the "Working" progress bar starts, and the building's components needed to be hauled away is displayed. (In this example, 190/0 CPIII and 228/0 Glass on Captain.)
  3. Also observe the "Working" progress bar soon halts and turns to "Waiting for materials..." to be removed.
  4. Use Unity to Quick Remove all the materials. Observe there are now no components needed to be hauled away. (In this example, 0/0 CPIII and 0/0 Glass.) Also observe the progress bar is now again "Working" and progressing at the same rate as in step 2.
  5. Cancel the deconstruction with the red (X) button. Observe the building now has "Construction Paused". (Parts are now 0/200 CPIII and 0/240 Glass.)
  6. Press the red (X) button again. Observe the building is now "Deconstructing", but at a much, much faster pace than in step 2.

It seems that either:

  1. Resuming the deconstruction (step 6) should have the building deconstructing at the original speed (as in step 2).
    or
  2. Using Unity to Quick Remove (step 4) should also speed up the deconstruction time (pace as in step 6).
