Issue description
In my mining operations I'm having an issue with my keep empty order, the unassigned trucks are filling up with loose materials but don't have a destination to take them to. this results in 20+ trucks sitting idle,
Reproduction steps
- In my case, two large loose storages chained together
- One must have an import route set to the mine
- the other is set to keep empty
- It seems to happen when you have a large demand in a storage for the said material, trucks rush to go empty out the storage, but when the storage with the demand is full there are still tons of trucks remaining that responded to said demand.
