Issue description
I'm trying to repair a cargo ship. It requires 300 steel and 200 copper. The regular ship will only load the steel portion. The 200 copper stays in the shipyard. I cancelled the repair and the steel was unloaded back to the shipyard. So, I tried to repair a different cargo ship and the same problem occurs. Only 300 steel gets loaded and the 200 copper stays in the shipyard.
