Issue description
After the recent updates regarding ship fuel issues, the ship no longer behaves as it did before and now refuses to go to certain locations. Please see the attached screen recording of this bad behavior. Also attached is a save file from the end of the recording. This was not an issue in 0.5.3e.
Reproduction steps
Load save. Attempt to go to an unexplored location. Ship will not go even though you click the button.
