Treecutter availability figures incorrect

Issue description

See attached screenshot.
I know i only have 2 tree cutters that both have trucks assigned and are busy cutting trees.
I cannot possibly have 2 assigned to tree harvesting and 2 available to assign.

Reproduction steps

own 2 tree cutters both cutting trees and check vehicle overview

v0.5.4g b244

It might be a bit confusing, but being assigned to tree harvesting means that they perform tree harvesting. It does not mean they are assigned to something. They can actually be assigned to the forestry tower, at which point they would disappear from the "Available to assign" section.

That does not make sense at all. I think your definition of "assign" is not made very clear at all
