Mega truck haulers don't deliver to where there is a request

Issue description

I noticed mega truck haulers don't spring into action most of the time, even though I made sure to have at least tier 2 buckets at the source and destination - for example - this mega truck was going to move corn from a tier 2 bucket to a tier 4 - I removed the ability to import to that bucket and since then that truck is complaining it has no where to dump, but I placed it right next to a tier 2 bucket with a request !

Then there is the new iron mining setup in the far end of the island that only regular trucks move iron ore from it to the tier 2 requester

Reproduction steps

1. load the save from the Zip (named "beach captain broken mega hualers"),
2. the current logistics setups should cause mega haulers to get and deliver but they just sit idle...
3. check the mega haulers status - most of them don't move (I think they wait for the regular trucks to not have any idle - like they are last to get assigned),
