Issue description
When auto regulation is enabled, it switches power levels between 1 to 4 correctly. However, if output vent is full, it does not move to 0, ie, it doesnt auto switch off the power plant. This is causing minimum power level to be 1 (and not 0), and is consuming water as coolant, and leads to wasted heat.
Reproduction steps
Description pretty much covers it.
Save file is 41MB. Max limit in this website is 25MB, so couldnt attach save file.
