Issue description
In the attached save, there is a loose storage III to which a hauler truck is specifically assigned. It is assigned so that the truck only hauls copper ore from the far mine to the smelters.
A request to empty a random belt was made. For some reason, this hauler truck, which is assigned to a storage bin, is attempting to empty the belt.
This is incorrect behavior. Vehicles which are assigned to specific storage should NOT be part of the "global trucks" and should not be considered for such behaviors. If a truck is assigned, it should only do what it is assigned; otherwise, what's the point of assigning if trucks can just go do whatever they want?
Reproduction steps
Load the save. Note the warning that Hauler truck cannot reach destination. This should never have happened because the hauler truck is assigned to the loose storage. It should not be considered for this task since it already has a specific assignment.
