Thermal Desalinators appear to be using too much steam.

Issue description

I was having issues with my Nuclear plant running out of steam all the time. It would crash then slowly restart without any apparent issue. Then I noticed a couple of my thermal desalinators were not working. Once I examined them, it was apparent that there was not enough steam to run them properly. I checked and the coal fired boiler was indeed producing 8 steam per 10 seconds. But when I checked the desalinators, 2 would run all the time, one would run every second pulse of the boiler, and the 4th would never run. I disconnected the boilers and desalinators, hooked them 1 to 1 on a long pipe and checked the consumption. The thermal desalinators were using 3 high pressure steam per 10 seconds and NOT the 2 that they are reported to.

Reproduction steps

Hook up a thermal desalinator to a boiler and watch the pipe between them, every time the desalinator reloads steam, the volume in the pipe drops 3 high pressure steam and not 2. Does not matter what save I play, it's the same on all of them. Thermal desalinators are using 3 high pressure steam per cycle.

I can't reproduce in v0.5.5a (b250). Here I have a single desalinator with an input pipe segment disconnected from the other end. Every cycle, steam (high) amount in the pipe reduces by exactly 2. E.g. 33, 31, 29, 27...

The same with boiler attached to desalinator. Every cycle, the amount of steam (high) in the boiler's internal storage is reduced by 2. 10, 8, 6, ...
