Issue description
An irrigated farm has space for 40 fertilizer which i would expect to deplete over time, it doesn't. i have 5 farms fed with fertilizer from one storage with its input off. The storage is connected by pipes to the 5 farmsThe level in the storage has not changed in months.
Reproduction steps
connect a fluid storage to a farm and fill with fertilizer. once the farm has it's 40 that is it, the farm never needs any more
