Core fuel more than 100%

Issue description

Hi

When you use 10 core fuel in ractor you receive 8 back via reprosessing. BUT you also reseive Blanket Fuel (Enriched) in a quantity of 12. Whtn you reprosess this ammount you get 2,4 core fuel. summa summarum 10,4...

This gets reactor eventualy stuck

That was a plan. As this is a breeder reactor, it's net positive. In the future we might add some toggles for this.

We revamped the FBR so tis is no longer an issue
