Issue description

CoI_0_ShipFuel

Reproduction steps

  1. Order the ship to go explore an unexplored area
  2. Once the area is reached, order the ship to go to a different area. The ship will finish exploring the first area and then go to the next one, where it may run out of fuel when coming back
