Weird issues with game possibly related to corrupt settings file

Issue description

Mouse scrolling is slowed down. When I type help in the console nothing happens. I bet there's other little things that I'm not aware of. Belief is that this is due to GeForce NOW uploading a corrupted settings file into Steam Cloud or somehow GFN and my local client wrote to the settings file simultaneously. Not clear. Have had that issue before in another game: https://steamcommunity.com/app/1128920/discussions/6/3814034023685911655/

Don't see a way to wipe the Steam Cloud data in CoI to fix this. Tried everything that you'd find shared among gamers. In that link above it lists reliable steps to wipe steam cloud for any game and CoI should allow the steps listed there to work as this is what gamers expect to work, albeit it's a long list of steps for the average gamer. Also the physical location of the config file for Windows should be added to the PC Gaming WIki entry for CoI.

Do remember seeing, years ago someone mention how to clear steam cloud using the steam_autocloud.vdf or something similar, but believe it was a shortcut to the lengthy steps in that thread. It's very rare to come across a game that doesn't list the settings file locally. I imagine the same issue exists in Linux using Proton. Originally I was curious what settings I could edit in the settings file that aren't listed in the UI, hoping mouse scroll speed was one, but that may be irrelevant.

Reproduction steps

  1. Run game locally
  2. Click settings and Use scroll wheel or open console and type help

We don't really control mouse scrolling speed in configuration anywhere. Not sure if Unity does that, but if we are talking about camera movement, that's set in code and never changed.
