Replacement vehicel loses asignment when building a closer depot during upgrade

Issue description

I orderd one of my small excavators to be replaced with a big excavator. The depot started building it. Before the replacement was complete i build a new depot closer to where the excavator was working. When the original depot was done making the excavator the small excavator drove into the new depot and big excavater then drove out of the old depot. But it no longer had the same asignment as the small excavator it replaced

Reproduction steps

1. Have a depot and and a small excavator asigned to a mining control tower.
2. Order the small excavator to be replaced with the bigger excavator.
3. Before the new excavator is complete build a new depot closer to where the small excavator is digging.
4. When the new excavotor is done the small excavator will drive into the new depot and the big exevator will drive out of the old depot.
5. The big excavator is no longer asigned to teh mining control tower
