Issue description
I have a cargo ship at a dock sitting there for a cement -> coal contract.
I have two loose storage assigned to it and two unit storage.
Both loose storage shows low power for whatever reason. I tried upping the priority, disabling other building to free some power. No luck.
Tried to delete modules to rebuild them, but it shows a error saying that the ship is currently loading.
Reproduction steps
try removing and recreating contract. still nothing happening at the dock
