Issue description
Often/Semi often an Excavator can't pick up a full bucket (for example because there is only a small heap left, or material is loose and moves all over the place). For example 12 out of 20 possible.
When the excavator puts the half empty bucket into the truck, it will have an "uneven" amount of bucket-loading operations required to fill it up: For example 20 fit into the truck, the Excavator puts 12 in. Now he picks another full bucket. It doesn't all fit into the truck. Truck is fully filled, drives off.
Now the Excavator waits with 8 units in the bucket for the next truck. This means from that point on every truck will require one extra loading cycle, until it randomly evens out again.
Suggestion: If there is no truck waiting, and the excavator is waiting with a half-empty bucket, he should dig up more material if possible, to have a full bucket. So that when a new truck comes, the loading will be efficient again.
Alternative: Perform digging until the bucket is full and only then load the truck.
Esp. when combining Excavator with small Truck, or Huge Excavator with normal Truck it needs 2 Load operations instead of one, doubling the time required.
Reproduction steps
Dig into collapsing terrain, with different materials, and watch excavator load incomplete buckets into trucks, and then waiting for a new truck with incompletely filled bucket
