Researched Basic Computing (which should unlock the Mainframe Computer)completed, but the building is unavailable → can't produce Electronics II in the Assembly IV → progression soft-locked.

The "Produce 20 Electronics" objective in the Electronics research node still shows incomplete, even though I've produced far more than 20. Reaching Basic Computing should be impossible without this being done first. See attached screenshots for details.
Save attached. Anyone else hitting this? How can I repair the save？
