Cant finish building groundwater pumps

Issue description

For whatever reason the game will no longer let me build groundwater pumps.

I can place them down but no trucks will send the construction parts to the build and I cant use unity to quick build.

Reproduction steps

Load up the attached save and look at the medium plateau ground water area. I dont know how to replicate or trigger the issue.

Quick build was disabled for pumps and vehicle depots because it was used as an exploit. Looking at your save file, trucks can build all the pumps fine, you are just lacking construction parts II and free trucks.

Ah, ok this seems more like a couple undocumented edge cases then. The unity quick build is disabled for these buildings which I use for most construction projects. The other edge case preventing me from building isnt lack of trucks nor parts but having my storage of construction parts' storage set to "Keep Full" which apparently allows using the resource for unity quick build but doesn't allow the resource to be used for regular construction tasks (which hasn't been a issue previously because I prefer quick building everything anyways).

Probably should make either the unity quick build not use the "Keep Full" storages or allow the construction tasks to use these storages because the behavior is inconsistent. Also having a note on the ground water pumps somewhere that explains why they cant be unity quick buildt would be nice.
