Issue description
Hello,
On custom map, Groundwater Pump are not building (no matter how it it isprioritized).
As it cannot be made instant using unity, I is making the
Save 2024-04-16, 23-21-39.save
game quite chalenging.
Reproduction steps
Load attached save, numerous Groundwater Pump are not building.
