Issue description
As far as I know an import route only affects the assigned product, for example if you have an assembly that needs iron and wood and you assign an import route for iron, wood will still be imported from anywhere.
This doesn't seem to work for mining control towers. If you set up an import route for dirt the tower will stop dumping other products.
Reproduction steps
- Set up a mining control tower that can dump two products, for example dirt and rock. Make sure there is a dumping designation in its area.
- Make sure this is the only place where those products can be dumped, pause all other towers and remove the products from global dumping.
- Make sure those two products are produced somewhere.
- Build a loose storage for one of the products, for example dirt.
- Set up an import route from the storage to the tower.
- Note how trucks with rock queue up as they are now unable to dump rock.
