Issue description
Placing my settlement over Garbage dump looked so bad, so i thought maybe it would look nice if i placed tile first and then a settlement over tiled land. But when you place settlement over tiled land. tiles are lost. it still looks UGLY.
Reproduction steps
- Mark an area for tiling.
- Wait for the trucks to cover the entire area in tiles.
- Place a settlement over tiled land.
- Tiles are lost.
