Priority when placing pipe segments is ignored by trucks.

Issue description

When placing a pipe in multiple long segments, the priority of placement is ignored.

Reproduction steps

I set one of the priorities for one of the segments to P1 with the up arrow.
Instead of placing there first, segments closer to the storage for the construction 2 parts were placed first even though they were at priority 9.

The pipe segments connect from a crude Oil storage on the back of the Island to the other side of the Island to the main Oil Processing area.

I exited the game and when I restarted with the 24-04-30_23-01-autosave.save the Build Priority worked as expected. What more can I say? This game behaves strangely sometimes.
