Cannot scrap pickup and small excavator with a "Vehicles II Depot" only

Issue description

Wen attempting to scrap a "pickup" and "small excavator", while only having a "Vehicles II Depot" building, the vehicles drive to the "Vehicles II Depot" stop and then sit there doing nothing forever. Clicking on the "pickup" or "small excavator" produces a message "Queued and Waiting"

Built a "Vehicles Depot" and sent the "pickup" and "small excavator" next to "Vehicles Depot" selected scrap vehicle and it worked fine.

Reproduction steps

  1. play game
  2. build "Vehicles Depot"
  3. build "pickup" and "small excavator"
  4. play game.
  5. research "Vehicles II Depot"
  6. demolish "Vehicles Depot"
  7. build "Vehicles II Depot"
  8. then select "pickup" or "small excavator" to be scrapped.
  9. The vehicles will drive to the "Vehicles II Depot", stop and do nothing forever
