Import / Export of storages magically resets to standard configuration over time

Issue description

I observe this now since my last 20-40 hours.
At the beginning I was thinking "Hey I forget to set the export / import of the storage" but this now happening to often.

Reproduction steps

I dont have a reproducible case yet.

v0.6.4

Operating system

Windows

Update: it looks like that the storages sometimes reset their configuration when something is build on them, like new floor or something is new connected to them like conveyor belt or pipes.

update 2: Maybe it is because of the "planned storages" ?

The mechanics are broken in Update 2.
build 3 storage, the first of which will automatically be assigned to accept,
define a dump on the last storage in the chain.
destroy the 1st storage, and yeah, infinite loop....
storage go into automatic mode (as for machines).
build a series of 20 storage, destroy as you go along, and then infinite loop...
