sub dialog in the other window is dragged, but the vehicle's sub dialog is not dragged.

afaik, that's been the way it works for a long time. I think that dialog is a sub dialog of the parent truck dialog, and so you have to move the truck dialog to the right to see all of the sub dialog.
though, I do agree it could be improved -- probably by making sure it doesn't exit the edge of the window -- and also, I'd make it look a bit more like a sub-dialog/panel than it is now (the title bar gives the illusion that it can be moved).

Just because it's old doesn't mean the bug will be normal.
If can't move windows, you shouldn't move other windows either.
But the sub windows of other windows can be moved. Try it yourself.
afaik, the problem only occurs in the truck window.
