Issue description
- The trucks assigned to tree harvester tries to deliver wood to a assembly and a coal maker when there is wood in a storage with an export allowed and at a shipyard. Prioritizing doesn't help.
- When the harvester is refueled, the trucks immediately go to it and then return with it to the trees, spending extra fuel. It would be more correct if the trucks go to the tree to which the harvester is heading and wait for it there.
