Issue description
Trucks can pass through pipes marked for upgrade immediately after loading a save.
The specific pipe is being upgraded from Pipe II to Pipe III, they will pass through the pipe despite it showing as blocked on the navigation overlay and then get stuck on the opposite side of the pipe as there is no longer a way for them to get out.
Reproduction steps
- Load attached save
- Watch truck pass through the pipe just south of the current viewport connecting oil tanks to junction
- Next truck shortly after will stop just before passing pipe and turn around
- Initial truck complains about being unable to reach any destinations
