Issue description
When mining, excavators seem to expect that they have to mine from top to bottom (downwards). They pick the highest point to start. However, sometimes it makes sense to work upwards (ramp up a hill). This however causes excavators and associated trucks to get stuck. The excavators will start at the highest point that they can reach and then work downwards instead of starting at the lowest point, working ramp-upward. This way, they are destroying their own travel path.
Suggestion:
Compare height of mining control tower and average height of mining area to find out if we're mining uphill or downwards.
Reproduction steps
- Try to mine upwards, thereby climbing a hill that you could not otherwise reach.
- After "mining" the first section of the ramp, say from +0.6 to +1.3, remove mining orders.
- Set new mining order, this time set a new ramp from +0.3 to +1.0, lowering evey part of the ramp by 3 units.
- Watch excavators moving to the highest point of the ramp and move downwards, destroying their previously created path for themselves and their trucks.
I hope this is understandable.
