Issue description
Debris placed 'under' planned mining designation which is more than 1 above land cannot be reached.
I would expect that such a designation will be either ignored or debris destroyed since it's not worth any resources.
Reproduction steps
- Find debris (bush) on a flat area
- Select Mining designation tool
- Press E twice to get two levels above the area level
- Mark area with debris for mining
- Properly attach the mine tower area and excavator
