Issue description
When you have a building (for me medium ramp) missing a resource used on the surface (concrete) and try to deconstruct the surface to obtain material, it's been used for another surface instead of a prioritized building.
Reproduction steps
- Place a big surface area to waste all the concrete
- Place medium ramp and set building priority
- Deconstruct some surface
Concrete is being used automatically to build another surface instead of the ramp.
(Doesn't work with other buildings, e.g. deconstructing another ramp will free resources properly.)
