Lifts collapsing when placed on top of underground pipes

Issue description

When placing an elevated loose lift on top of some underground piping, it collapses like the ground near it isn't there.

Reproduction steps

  1. Load attached save
  2. Copy ghost lift into empty space
  3. Use unity to build
  4. Collapse
