Issue description
If you construct new vehicles in the Depot and than add a update of a existing unit on top of that the construction of the new vehicle get push back and every progression that was made is undone.
There is also a second problem with this existing system it the Vehicles Depot dont share there query with another so when you upgrade you entire fleet of trucks you need always manuelly controll them a bit or wait until they near the wanted depot to make sure they get upgrades there and not in a another depot that is already full.
Reproduction steps
Load the save file and check the depots
Add upgrade a vehicle to the query and check the depo again the progression that is made is undone. This only works with new build vehicles.
