unity remove product resets truck export buffer

1. unity remove a product
2. reenable the product
3. notice that the buffer is reset back to being <40
4. press "auto/off" on truck export
5. press "on" for truck export
6. notice the buffer increases in size greatly

bug - assembler small buffer even though truck export on.save

BONUS BUG: I've also noticed a similar bug with new assemblers (I think this is the repro or some variation of it -- can't remember exactly)

1. build asm1 and set truck export on
2. research construction 2 and notice that cp2 it doesn't get the 40 size buffer
3. click auto/off then back on, and it's good again
