Bogus message/state of a refinery

Issue description

A refinery is reporting an error "Cracking unit needs a transport to output Diesel". The same refinery is working alright to produce naphtha. All outputs are connected.

Reproduction steps

Load an attached save file.
Attached screenshot "Location-screenshot.jpg" shows where the refinery is located.
Attached screenshot "Bogus-Message-From-Refinery-screenshot.jpg" shows that the refinery is working alright but reporting a bogus error message.
