Issue description
In planning mode, after making a connector into a belt and then removing the connector, the belt becomes cheaper to construct.
Reproduction steps
- Plan a section of U-shape conveyor III, 3 pieces long. Check the cost: 3 cp3 + 4 rubber
- Make a connector in the middle by joining in another piece of belt.
- Remove connector by removing joining belt. Shape should now be identical to step 1, but the cost is 2 cp 2 + 4 rubber
