Windowed/Borderless/Fullscreen Not Saving

Issue description

Whenever I boot the game, it starts in fullscreen (default). I generally run it in borderless windowed, so I'll change it and it will stay until I shut the game down. Next time I boot it, it will be back in fullscreen mode again. Previous version I had (I believe was 0.6.1 or .2) didn't revert after shutdown, not sure if this was intentional.

Reproduction steps

Boot normally, game is in fullscreen.
Change video settings to borderless windowed.
Shut game down, boot it again, back in fullscreen.

Possible workaround: change the setting and then immediately quit - without loading or starting a new game.
