Concrete Tile Removal Bug

Issue description

Concrete tiles are selected for removal. If a new structure is placed on the tiles due for removal, the tiles will be de-selected for removal. If the new structure is then deleted either before or after build, the concrete tile remains but can no longer be selected for removal.

Reproduction steps

1. Build concrete tiles
2. Select concrete tiles for removal
3. Request build of vehicle bridge where tiles are selected for removal
4. Cancel construction of vehicle bridge
5. Concrete tiles are no longer scheduled for removal, however they cannot be selected for removal again and permanantly fixed to the terrain
