Pipe at heigth 5 and automatic snapping disabled

Issue description

When aiming at at the entry of a liquid dump with a pipe while having automatic snapping disabled the pipe would be built at height 4 instead of 5: see pictures for the difference.

Reproduction steps

1. Load the save
2. Aim with a pipe at height 5 at the input of the liquid dump
3. see that the building preview of the pipe will be shown to be built in heigth 4 instead of 5
