Wrong tooltip in completed reasearch window

Issue description

In the window from the message for completed reasearch for "advanced logistics" the tooltip from the label that shows "+30 vehicle cap+" says "rotary kiln". The tooltip inside the complete research overview is correct.

Reproduction steps

1. load save from "Tooltip.zip"
2. open reasearch message in the top left corner
3. hover mouse over the "+30 vehicle cap"

After a couple of minutes playing the tooltip for "+30 vehicle cap" showed nothing while the tooltip for "custom routes" just worked fine.

This was fixed in one of our previous updates. Thanks for reporting it!
