"Learn More" button on building collapse warning cannot be clicked

Issue description

After filling terrain around a mining tower, I received the warning that the tower may collapse. When selecting the mine tower, if I mouse over the 'collapse' warning in the top left corner, a popup with more information appears, including a "Learn More" button. However as soon as I mouse away from the icon, in any direction, the popup disappears, making it impossible to click said "Learn More" button.

Reproduction steps

Have a building that is about to collapse.
Select the building.
Mouse over the 'collapse' warning in the top left corner of the building's window
Attempt to find a way to click the 'Learn More' button in the popup
Fail to find any such method to click said button.

Since writing the report I've seen this happen in other windows as well... basically any window where there is a warning icon in the top left like that, you cannot click 'learn more' in the popover.

This was fixed in one of our previous updates. Thanks for reporting it!
